Chapter 1: How to make Condor Feather
 
To get a Condor Feather you have to make a chaos combination with the Chaos Goblin.

Place the following:

2nd Lvl Wings+9+option
1 Jewel Of Creation
1 Jewel of Chaos
1 pack of 10 Jewels of Soul
1 Ancient Item+7+option.

The Success Rate is 60% and if the combination fails you lose everything. To get the maximum change add more ancient items. Making the wings any higher than +9 will not help. Using ancient items +11,+12 helps a lot. On success you receive a Feather of Condor.
 
 

 
Chapter 2: How to make 3rd lvl wings
 
The last stage is to finally get the wings.

Head to that God awful Chaos Goblin and have the following items prepared:

Feather of Condor
Excellent Item+9+option
1 Jewel of Chaos
1 Jewel of Creation
1 pack of 10 Jewels of Bless
1 pack of 10 Jewels of Soul
Flame of Condor (dropped in Barracks). 

The success rate is 40% . On success you receive your gorgeous 3rd level wings.
