The target is not clear in this screen, and we also promote the free speech while it is non-abusive/spamming. It's true that one could choose his words wiser, especially for the global chat, but I see an ascending trend in "everyone claiming the free-speech", especially via DM, thus there is the ease on the rules. These reports do count tho, proving the past behavior of a player (and the influence over the players since there is a report) and I urge everyone to mention this case or any other case as previous cases for the future reports, regarding any types of reports and concerning any player.
