The target is not clear in this screen, and we also promote the free speech while it is non-abusive/spamming. You are right. For some reason (I suppose I solved them in different moments of the day) I thought that the second report happened after imposing the mute, but it did not, so the second penalty is revoked, as it never took place.

Make sure to start the quest in Lorencia at Apostle Devine NPC. Then it should work
